福建印发《关于全面深化新时代教师队伍建设改革的实施意见》

    近日,中共福(fu)建(jian)省(sheng)委、福(fu)建(jian)省(sheng)人民政府印发了《关于全面(mian)深化新时代教师队(dui)伍建(jian)设(she)改革的实(shi)施(shi)意见(jian)》,并发出通知,要求各(ge)地各(ge)部门结合实(shi)际(ji)认真贯(guan)彻(che)落实(shi)。

《关于全面(mian)深(shen)化新时代教师队(dui)伍建设改(gai)革的(de)实(shi)施意见》公布(bu)如(ru)下:

百年大(da)计,教育(yu)为本(ben)(ben);教育(yu)大(da)计,教师为本(ben)(ben)。为全面贯彻《中共中央、国(guo)务院关于全面深(shen)(shen)化新时代(dai)教师队伍建设改革的意(yi)见》和全国(guo)教育(yu)大(da)会(hui)精神(shen),造就党和人(ren)民满意(yi)的高素质专(zhuan)业化创新型(xing)教师队伍,落实立德树人(ren)根本(ben)(ben)任务,努力(li)办好人(ren)民满意(yi)的教育(yu),现(xian)就我省全面深(shen)(shen)化新时代(dai)教师队伍建设改革提出(chu)如下实施意(yi)见。

一、深刻认识全面深化新时代教师队伍建设改革的重大意义

1.战(zhan)略(lve)意义。教(jiao)师(shi)(shi)(shi)承担着(zhe)传播(bo)知识、传播(bo)思(si)想、传播(bo)真理的(de)(de)历(li)(li)史使命(ming),肩负着(zhe)塑(su)造灵魂、塑(su)造生命(ming)、塑(su)造新(xin)(xin)人的(de)(de)时代重(zhong)任,是教(jiao)育(yu)发展(zhan)的(de)(de)第一(yi)资源,是国家(jia)富强、民(min)族振兴(xing)、人民(min)幸福的(de)(de)重(zhong)要(yao)基石(shi)。党和(he)国家(jia)历(li)(li)来高度(du)重(zhong)视教(jiao)师(shi)(shi)(shi)工作(zuo)。党的(de)(de)十八大(da)以来,以习(xi)近平同志(zhi)为核心的(de)(de)党中央将教(jiao)师(shi)(shi)(shi)队伍(wu)(wu)建(jian)设(she)摆在突出位置(zhi),作(zuo)出一(yi)系列重(zhong)大(da)决策(ce)部(bu)署(shu),为教(jiao)师(shi)(shi)(shi)队伍(wu)(wu)建(jian)设(she)指明了(le)方(fang)向(xiang)。省委(wei)和(he)省政府(fu)高度(du)重(zhong)视教(jiao)师(shi)(shi)(shi)队伍(wu)(wu)建(jian)设(she),认真学(xue)习(xi)贯彻习(xi)近平总书记关(guan)于(yu)(yu)教(jiao)育(yu)工作(zuo)的(de)(de)重(zhong)要(yao)论述,坚持(chi)把教(jiao)育(yu)摆在优先(xian)发展(zhan)战(zhan)略(lve)位置(zhi),把教(jiao)师(shi)(shi)(shi)队伍(wu)(wu)建(jian)设(she)作(zuo)为基础工作(zuo),不断加大(da)投入和(he)支(zhi)持(chi)力度(du)。各(ge)地各(ge)部(bu)门和(he)各(ge)级各(ge)类学(xue)校坚持(chi)深化教(jiao)师(shi)(shi)(shi)教(jiao)育(yu)改革,健全(quan)(quan)教(jiao)师(shi)(shi)(shi)管理制度(du),在推动全(quan)(quan)省教(jiao)师(shi)(shi)(shi)队伍(wu)(wu)建(jian)设(she)方(fang)面不断取得(de)新(xin)(xin)进展(zhan)、新(xin)(xin)成效。广大(da)教(jiao)师(shi)(shi)(shi)牢记使命(ming)、不忘(wang)初衷,爱(ai)岗敬业、教(jiao)书育(yu)人,勇于(yu)(yu)创新(xin)(xin)、服务(wu)社会(hui),作(zuo)出了(le)重(zhong)要(yao)贡献。

2.历史使命(ming)。中(zhong)国特色(se)社(she)会主(zhu)义(yi)进入了(le)新(xin)(xin)(xin)(xin)时代,开启了(le)全(quan)(quan)(quan)面(mian)建(jian)设社(she)会主(zhu)义(yi)现(xian)代化国家(jia)的(de)(de)(de)新(xin)(xin)(xin)(xin)征程。我省(sheng)正处(chu)于(yu)再上新(xin)(xin)(xin)(xin)台阶(jie)、建(jian)设新(xin)(xin)(xin)(xin)福建(jian)的(de)(de)(de)关(guan)键时期和(he)(he)全(quan)(quan)(quan)面(mian)建(jian)成小康社(she)会决胜期,要主(zhu)动顺(shun)应(ying)(ying)(ying)新(xin)(xin)(xin)(xin)一(yi)轮科技(ji)和(he)(he)工(gong)业革命(ming)的(de)(de)(de)新(xin)(xin)(xin)(xin)形势(shi),不(bu)(bu)(bu)断满足(zu)人(ren)民群(qun)众(zhong)对(dui)公平(ping)而(er)有(you)(you)(you)质(zhi)(zhi)量的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)育的(de)(de)(de)新(xin)(xin)(xin)(xin)需(xu)求,努(nu)力(li)(li)适应(ying)(ying)(ying)未来(lai)人(ren)工(gong)智能(neng)等(deng)技(ji)术创新(xin)(xin)(xin)(xin)对(dui)教(jiao)(jiao)(jiao)(jiao)(jiao)育发展带来(lai)的(de)(de)(de)新(xin)(xin)(xin)(xin)挑战,就(jiu)(jiu)必(bi)须造就(jiu)(jiu)一(yi)支高素(su)质(zhi)(zhi)专业化创新(xin)(xin)(xin)(xin)型(xing)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)队(dui)(dui)伍,全(quan)(quan)(quan)面(mian)提升人(ren)才(cai)培(pei)养能(neng)力(li)(li)和(he)(he)水(shui)平(ping)。面(mian)对(dui)新(xin)(xin)(xin)(xin)方位(wei)、新(xin)(xin)(xin)(xin)征程、新(xin)(xin)(xin)(xin)使命(ming),我省(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)队(dui)(dui)伍现(xian)状还不(bu)(bu)(bu)能(neng)完全(quan)(quan)(quan)适应(ying)(ying)(ying),有(you)(you)(you)的(de)(de)(de)地方在推(tui)进教(jiao)(jiao)(jiao)(jiao)(jiao)育事业发展中(zhong)存在重硬件轻(qing)软件、重外(wai)延轻(qing)内涵的(de)(de)(de)现(xian)象(xiang),有(you)(you)(you)的(de)(de)(de)地方对(dui)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)队(dui)(dui)伍建(jian)设的(de)(de)(de)支持(chi)力(li)(li)度还须加(jia)(jia)大;师(shi)范教(jiao)(jiao)(jiao)(jiao)(jiao)育体(ti)系有(you)(you)(you)所削弱,对(dui)师(shi)范院(yuan)校(xiao)(xiao)支持(chi)不(bu)(bu)(bu)够,教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)培(pei)训有(you)(you)(you)待(dai)(dai)加(jia)(jia)强;有(you)(you)(you)的(de)(de)(de)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)素(su)质(zhi)(zhi)能(neng)力(li)(li)难以适应(ying)(ying)(ying)新(xin)(xin)(xin)(xin)时代人(ren)才(cai)培(pei)养需(xu)要,思想(xiang)政(zheng)治素(su)质(zhi)(zhi)和(he)(he)师(shi)德水(shui)平(ping)需(xu)要提升,专业化水(shui)平(ping)需(xu)要提高;教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)特别是中(zhong)小学教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)的(de)(de)(de)职(zhi)(zhi)业吸引力(li)(li)不(bu)(bu)(bu)足(zu),地位(wei)待(dai)(dai)遇有(you)(you)(you)待(dai)(dai)提高;中(zhong)小学教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)城乡结构(gou)、学科结构(gou)分布不(bu)(bu)(bu)合理,职(zhi)(zhi)业院(yuan)校(xiao)(xiao)(含技(ji)工(gong)院(yuan)校(xiao)(xiao),下同)双师(shi)型(xing)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)比例偏低(di),高校(xiao)(xiao)高层次领军人(ren)才(cai)和(he)(he)团队(dui)(dui)缺乏;教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)准入、招聘、交流(liu)、退(tui)出等(deng)机(ji)(ji)制(zhi)还不(bu)(bu)(bu)够完善,管理体(ti)制(zhi)机(ji)(ji)制(zhi)亟须理顺(shun)。时代越(yue)是向(xiang)前,知(zhi)识(shi)和(he)(he)人(ren)才(cai)的(de)(de)(de)重要性(xing)就(jiu)(jiu)愈发突出,教(jiao)(jiao)(jiao)(jiao)(jiao)育和(he)(he)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)的(de)(de)(de)重要地位(wei)与作用就(jiu)(jiu)愈发凸(tu)显。全(quan)(quan)(quan)省(sheng)各级党委和(he)(he)政(zheng)府要从战略和(he)(he)全(quan)(quan)(quan)局的(de)(de)(de)高度充分认识(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)工(gong)作的(de)(de)(de)极端重要性(xing),把全(quan)(quan)(quan)面(mian)加(jia)(jia)强教(jiao)(jiao)(jiao)(jiao)(jiao)师(shi)队(dui)(dui)伍建(jian)设作为一(yi)项(xiang)重大政(zheng)治任(ren)务和(he)(he)根本(ben)性(xing)民生工(gong)程切实抓紧抓好。

二、准确把握全面深化新时代教师队伍建设改革的总体要求

3.指导思想。以(yi)习近(jin)平新时代中(zhong)国特(te)色(se)社(she)会主(zhu)(zhu)义思想为(wei)指导,全(quan)(quan)(quan)面(mian)贯(guan)彻落实党(dang)的十九(jiu)大精神,紧紧围绕统筹(chou)推进“五位一体”总(zong)体布(bu)局(ju)和协(xie)调推进“四个全(quan)(quan)(quan)面(mian)”战(zhan)略(lve)布(bu)局(ju),坚(jian)持(chi)(chi)和加强党(dang)的全(quan)(quan)(quan)面(mian)领导,坚(jian)持(chi)(chi)以(yi)人(ren)(ren)民(min)为(wei)中(zhong)心的发展(zhan)(zhan)(zhan)思想,坚(jian)持(chi)(chi)全(quan)(quan)(quan)面(mian)深化(hua)改革,牢(lao)固(gu)树(shu)立新发展(zhan)(zhan)(zhan)理念,牢(lao)牢(lao)掌握(wo)意识(shi)形态工作领导权,全(quan)(quan)(quan)面(mian)贯(guan)彻党(dang)的教(jiao)(jiao)(jiao)育方针,坚(jian)持(chi)(chi)马(ma)克思主(zhu)(zhu)义指导地位,坚(jian)持(chi)(chi)中(zhong)国特(te)色(se)社(she)会主(zhu)(zhu)义教(jiao)(jiao)(jiao)育发展(zhan)(zhan)(zhan)道路,坚(jian)持(chi)(chi)社(she)会主(zhu)(zhu)义办学方向,落实立德树(shu)人(ren)(ren)根本任务,遵循教(jiao)(jiao)(jiao)育规律和教(jiao)(jiao)(jiao)师(shi)成长发展(zhan)(zhan)(zhan)规律,坚(jian)持(chi)(chi)问题导向,坚(jian)持(chi)(chi)高标准、严(yan)要求,突出师(shi)德师(shi)风,创新体制(zhi)机制(zhi),全(quan)(quan)(quan)力推进新时代教(jiao)(jiao)(jiao)师(shi)队伍建设改革,让全(quan)(quan)(quan)社(she)会尊师(shi)重教(jiao)(jiao)(jiao)蔚然成风,形成优秀人(ren)(ren)才(cai)争相从教(jiao)(jiao)(jiao)、教(jiao)(jiao)(jiao)师(shi)人(ren)(ren)人(ren)(ren)尽展(zhan)(zhan)(zhan)其才(cai)、好教(jiao)(jiao)(jiao)师(shi)不断涌现的良(liang)好局(ju)面(mian)。

4.基本原则

——坚持正确(que)方向(xiang),突出师(shi)(shi)德养成(cheng)。坚持党(dang)管干部、党(dang)管人才(cai),坚持依法(fa)治教(jiao)、依法(fa)执教(jiao),充分(fen)发挥党(dang)委(党(dang)组)的(de)(de)领导和(he)把关作用,确(que)保党(dang)牢牢掌握教(jiao)师(shi)(shi)队(dui)伍建(jian)设(she)的(de)(de)领导权,保证教(jiao)师(shi)(shi)队(dui)伍建(jian)设(she)正确(que)的(de)(de)政(zheng)(zheng)治方向(xiang)。坚持师(shi)(shi)德为先(xian),把提高教(jiao)师(shi)(shi)思(si)想政(zheng)(zheng)治素质、职业道(dao)德水平摆在首要位(wei)置,把践(jian)行社会主义核心价值观贯(guan)穿教(jiao)书育人全过(guo)程,全员全方位(wei)全过(guo)程促进(jin)师(shi)(shi)德养成(cheng),让教(jiao)师(shi)(shi)成(cheng)为先(xian)进(jin)思(si)想文化的(de)(de)传播者、党(dang)执政(zheng)(zheng)的(de)(de)坚定支(zhi)持者、学生健(jian)康(kang)成(cheng)长的(de)(de)指导者和(he)引路人。

——坚持优(you)(you)先(xian)发展(zhan),强化措施保(bao)障(zhang)(zhang)。坚持教育(yu)优(you)(you)先(xian)发展(zhan)战略,把教师(shi)(shi)(shi)工(gong)作(zuo)(zuo)(zuo)(zuo)置于教育(yu)事业发展(zhan)的(de)重要(yao)支持战略领域,优(you)(you)先(xian)谋划教师(shi)(shi)(shi)工(gong)作(zuo)(zuo)(zuo)(zuo),优(you)(you)先(xian)保(bao)障(zhang)(zhang)教师(shi)(shi)(shi)工(gong)作(zuo)(zuo)(zuo)(zuo)投入,优(you)(you)先(xian)满足(zu)教师(shi)(shi)(shi)队伍建设需要(yao),形(xing)成党委和(he)政府(fu)全力(li)推动、各(ge)部门协同配合、学校科学管理、社(she)会(hui)广泛参(can)与的(de)教师(shi)(shi)(shi)工(gong)作(zuo)(zuo)(zuo)(zuo)良好(hao)局面。

——坚持(chi)改革创新(xin),优(you)化体制(zhi)(zhi)(zhi)机制(zhi)(zhi)(zhi)。抓(zhua)住(zhu)关键环节,优(you)化制(zhi)(zhi)(zhi)度设计,鼓励(li)基层创新(xin),着力破解制(zhi)(zhi)(zhi)约改革发展的体制(zhi)(zhi)(zhi)机制(zhi)(zhi)(zhi)障(zhang)碍,整体推进教师(shi)队伍建(jian)设改革。坚持(chi)严管(guan)厚(hou)爱、激(ji)励(li)约束相结合,切(qie)实在提高教师(shi)地位待(dai)遇上出真(zhen)招实招,关心青年教师(shi)成(cheng)长(zhang),在激(ji)发队伍活力上创新(xin)机制(zhi)(zhi)(zhi),做到既增强职业吸引力,又提高教书(shu)育人自觉性(xing)。

——坚持分类(lei)施策,强(qiang)化素质提(ti)升(sheng)。立足我省实(shi)际,借(jie)鉴(jian)国内外经(jing)验,根据各(ge)(ge)级(ji)各(ge)(ge)类(lei)教师(shi)不同特(te)点和发展实(shi)际,统筹兼顾区域、城乡、校际差(cha)距,精准施策,定向发力,做到补(bu)充培(pei)养与(yu)科学调配两手抓、强(qiang)化支持与(yu)优化管理同跟进(jin)、职前培(pei)养和职后(hou)培(pei)训一体化,全面提(ti)升(sheng)教师(shi)队伍整体素质。

5.目标(biao)任务。到2020年,通(tong)过实(shi)施(shi)教(jiao)(jiao)(jiao)师(shi)(shi)教(jiao)(jiao)(jiao)育振(zhen)兴行动计划、深化(hua)教(jiao)(jiao)(jiao)师(shi)(shi)管理(li)(li)体制(zhi)改革、完善教(jiao)(jiao)(jiao)师(shi)(shi)保障(zhang)机(ji)(ji)制(zhi)、加(jia)快推进教(jiao)(jiao)(jiao)育补短板等(deng)举(ju)措,实(shi)现教(jiao)(jiao)(jiao)师(shi)(shi)教(jiao)(jiao)(jiao)育体系(xi)基(ji)本健全,教(jiao)(jiao)(jiao)师(shi)(shi)数(shu)量不足和(he)(he)结构性(xing)矛盾得(de)到缓解,教(jiao)(jiao)(jiao)师(shi)(shi)地位(wei)待遇得(de)到提高(gao),教(jiao)(jiao)(jiao)师(shi)(shi)职(zhi)业(ye)(ye)(ye)满(man)意度明显提升。到2022年,事(shi)权人(ren)(ren)(ren)权财(cai)权相(xiang)统一的(de)(de)教(jiao)(jiao)(jiao)师(shi)(shi)管理(li)(li)体制(zhi)普遍建立,教(jiao)(jiao)(jiao)师(shi)(shi)职(zhi)业(ye)(ye)(ye)发(fa)展通(tong)道更(geng)加(jia)畅通(tong),待遇提升保障(zhang)机(ji)(ji)制(zhi)更(geng)加(jia)完善,职(zhi)业(ye)(ye)(ye)吸引力(li)明显增强,教(jiao)(jiao)(jiao)师(shi)(shi)队伍规(gui)模、结构、素质能力(li)基(ji)本满(man)足各(ge)级(ji)各(ge)类教(jiao)(jiao)(jiao)育发(fa)展需(xu)要。到2035年,教(jiao)(jiao)(jiao)师(shi)(shi)综(zong)合素质、专业(ye)(ye)(ye)化(hua)水(shui)平(ping)和(he)(he)创(chuang)新(xin)能力(li)能够(gou)适应(ying)(ying)教(jiao)(jiao)(jiao)育现代化(hua)需(xu)要,培养造就数(shu)万(wan)名能引领学(xue)(xue)校发(fa)展的(de)(de)骨干教(jiao)(jiao)(jiao)师(shi)(shi)、数(shu)千(qian)名在区(qu)域(yu)具(ju)有示范效应(ying)(ying)的(de)(de)学(xue)(xue)科教(jiao)(jiao)(jiao)学(xue)(xue)带头人(ren)(ren)(ren)和(he)(he)名师(shi)(shi)名校长、数(shu)百名在全国具(ju)有影(ying)响力(li)的(de)(de)教(jiao)(jiao)(jiao)育家型教(jiao)(jiao)(jiao)师(shi)(shi)。教(jiao)(jiao)(jiao)师(shi)(shi)管理(li)(li)体制(zhi)机(ji)(ji)制(zhi)科学(xue)(xue)高(gao)效,实(shi)现教(jiao)(jiao)(jiao)师(shi)(shi)队伍治(zhi)理(li)(li)体系(xi)和(he)(he)治(zhi)理(li)(li)能力(li)现代化(hua)。教(jiao)(jiao)(jiao)师(shi)(shi)主动适应(ying)(ying)信息化(hua)、人(ren)(ren)(ren)工智能等(deng)新(xin)技术变革和(he)(he)创(chuang)新(xin)人(ren)(ren)(ren)才培养需(xu)要,教(jiao)(jiao)(jiao)育教(jiao)(jiao)(jiao)学(xue)(xue)模式更(geng)加(jia)科学(xue)(xue)有效。全社会尊师(shi)(shi)重(zhong)教(jiao)(jiao)(jiao)蔚然成风,广大教(jiao)(jiao)(jiao)师(shi)(shi)在岗位(wei)上有幸福感(gan)、事(shi)业(ye)(ye)(ye)上有成就感(gan)、社会上有荣誉感(gan),教(jiao)(jiao)(jiao)师(shi)(shi)成为(wei)让人(ren)(ren)(ren)羡慕的(de)(de)职(zhi)业(ye)(ye)(ye)。


三、着力提升思想政治素质,全面加强师德师风建设

四、大力振兴师范教育,全面提高师范生培养质量

10.改(gai)革师(shi)(shi)(shi)(shi)范(fan)院校(xiao)招生制度(du)。合(he)(he)理确(que)定(ding)(ding)师(shi)(shi)(shi)(shi)范(fan)类专(zhuan)(zhuan)(zhuan)业(ye)(ye)招生计划,扩大(da)学(xue)(xue)前教(jiao)育(yu)、特殊教(jiao)育(yu)及紧缺学(xue)(xue)科师(shi)(shi)(shi)(shi)资培(pei)(pei)养规(gui)(gui)模。研(yan)究生招生计划向教(jiao)育(yu)类相关专(zhuan)(zhuan)(zhuan)业(ye)(ye)倾斜。鼓(gu)励(li)师(shi)(shi)(shi)(shi)范(fan)院校(xiao)采用(yong)“大(da)类招生、二次(ci)选拔(ba)”方式,办(ban)学(xue)(xue)条件好、教(jiao)学(xue)(xue)质量高(gao)的院校(xiao)师(shi)(shi)(shi)(shi)范(fan)专(zhuan)(zhuan)(zhuan)业(ye)(ye)在录取时增加(jia)面试环节,选拔(ba)乐教(jiao)、适(shi)教(jiao)、善教(jiao)的优(you)秀学(xue)(xue)生进入师(shi)(shi)(shi)(shi)范(fan)专(zhuan)(zhuan)(zhuan)业(ye)(ye)。对符合(he)(he)相关政策规(gui)(gui)定(ding)(ding)的,采取公(gong)(gong)费培(pei)(pei)养、到岗退费、定(ding)(ding)向培(pei)(pei)养等方式,提(ti)高(gao)师(shi)(shi)(shi)(shi)范(fan)生专(zhuan)(zhuan)(zhuan)业(ye)(ye)奖(jiang)学(xue)(xue)金标(biao)准,吸引更(geng)多优(you)秀青(qing)年报考师(shi)(shi)(shi)(shi)范(fan)专(zhuan)(zhuan)(zhuan)业(ye)(ye),切(qie)实提(ti)高(gao)生源质量。扩大(da)初中(zhong)毕(bi)业(ye)(ye)起点五年制专(zhuan)(zhuan)(zhuan)科层次(ci)幼(you)儿园教(jiao)师(shi)(shi)(shi)(shi)培(pei)(pei)养规(gui)(gui)模。扩大(da)公(gong)(gong)费师(shi)(shi)(shi)(shi)范(fan)生培(pei)(pei)养规(gui)(gui)模,鼓(gu)励(li)各级政府与高(gao)校(xiao)联合(he)(he)公(gong)(gong)费定(ding)(ding)向培(pei)(pei)养“本(ben)土(tu)化”乡村教(jiao)师(shi)(shi)(shi)(shi)和幼(you)儿园教(jiao)师(shi)(shi)(shi)(shi)。

深化职(zhi)(zhi)业院(yuan)校(xiao)人事制度改革,推(tui)动固定(ding)岗和流动岗相结(jie)合(he)的人员聘用(yong)制度。中职(zhi)(zhi)学校(xiao)和未实行生均定(ding)额拨款(kuan)的高职(zhi)(zhi)院(yuan)校(xiao)可(ke)将不(bu)超过(guo)总编制30%用(yong)于自主(zhu)聘用(yong)兼职(zhi)(zhi)教师,由同级财政按(an)编制内教师平均工资(zi)水平核定(ding)补助经费。

积极探索实行(xing)高校人员总量管理,根据国家部署,稳步(bu)推进相关工(gong)作。高等学校在(zai)限额(e)内依法自主设(she)置内设(she)机构(gou),制订岗(gang)位设(she)置管理办(ban)法并接(jie)受监督。

21.优化县(xian)域(yu)教师资源配(pei)置。全面推进义务教育教师“县(xian)管校(xiao)聘”,县(xian)级机构(gou)编(bian)(bian)制(zhi)(zhi)(zhi)部(bu)门按(an)编(bian)(bian)制(zhi)(zhi)(zhi)标(biao)准适时(shi)核定中小学(xue)教职工(gong)编(bian)(bian)制(zhi)(zhi)(zhi)总量,编(bian)(bian)制(zhi)(zhi)(zhi)不(bu)足部(bu)分(fen)(fen)可使(shi)用“人员控制(zhi)(zhi)(zhi)数”;县(xian)级人社(she)部(bu)门按(an)专业技术岗位(wei)结(jie)构(gou)比(bi)例核定中小学(xue)岗位(wei)总量。县(xian)级教育行(xing)政部(bu)门在核定的(de)教职工(gong)编(bian)(bian)制(zhi)(zhi)(zhi)总额和(he)岗位(wei)总量内,要按(an)照班额、生源等情况,充分(fen)(fen)考虑乡村小规模学(xue)校(xiao)、寄宿制(zhi)(zhi)(zhi)学(xue)校(xiao)和(he)城镇学(xue)校(xiao)的(de)实际需要,统(tong)筹分(fen)(fen)配(pei)各(ge)校(xiao)教职工(gong)编(bian)(bian)制(zhi)(zhi)(zhi)和(he)岗位(wei)数量,并报同级机构(gou)编(bian)(bian)制(zhi)(zhi)(zhi)、人社(she)、财政部(bu)门备案。积(ji)极推行(xing)竞聘上岗制(zhi)(zhi)(zhi)度,建(jian)立竞争择优、能(neng)上能(neng)下的(de)用人机制(zhi)(zhi)(zhi)。

深入推(tui)进县域内义务教(jiao)(jiao)育(yu)学(xue)(xue)(xue)校教(jiao)(jiao)师(shi)(shi)(shi)、校长交流轮岗(gang),实(shi)行教(jiao)(jiao)师(shi)(shi)(shi)聘期(qi)(qi)制、校长任期(qi)(qi)制管理,推(tui)动城镇优秀(xiu)教(jiao)(jiao)师(shi)(shi)(shi)校长向乡村学(xue)(xue)(xue)校、薄弱学(xue)(xue)(xue)校流动。实(shi)行乡镇内走教(jiao)(jiao)制度,同(tong)级(ji)财(cai)政(zheng)予(yu)以相应补贴。积(ji)极推(tui)进学(xue)(xue)(xue)前教(jiao)(jiao)育(yu)巡回支(zhi)教(jiao)(jiao)制度。继(ji)续实(shi)施省级(ji)扶(fu)(fu)贫开(kai)发工作重(zhong)点县乡村紧缺师(shi)(shi)(shi)资(zi)代偿学(xue)(xue)(xue)费计(ji)(ji)划和补充教(jiao)(jiao)师(shi)(shi)(shi)资(zi)助计(ji)(ji)划。鼓励(li)支(zhi)持退休优秀(xiu)教(jiao)(jiao)师(shi)(shi)(shi)到(dao)乡村和基(ji)层学(xue)(xue)(xue)校支(zhi)教(jiao)(jiao)讲学(xue)(xue)(xue),积(ji)极推(tui)进山区和沿海地区师(shi)(shi)(shi)资(zi)对(dui)口帮扶(fu)(fu)协作。

七、不断提高地位待遇,让教师成为令人羡慕的职业

22.完善(shan)中(zhong)小学(xue)(xue)教(jiao)师(shi)(shi)待遇(yu)保(bao)障机制。健全中(zhong)小学(xue)(xue)教(jiao)师(shi)(shi)工(gong)(gong)资(zi)长效(xiao)(xiao)联动(dong)机制,核(he)定(ding)绩(ji)(ji)(ji)效(xiao)(xiao)工(gong)(gong)资(zi)总(zong)量(liang)(liang)(liang)时(shi)统筹考(kao)虑当(dang)地(di)公务员实际收(shou)(shou)入(ru)(ru)水(shui)平(ping),确保(bao)中(zhong)小学(xue)(xue)教(jiao)师(shi)(shi)平(ping)均(jun)工(gong)(gong)资(zi)收(shou)(shou)入(ru)(ru)水(shui)平(ping)不低于(yu)或高于(yu)当(dang)地(di)公务员平(ping)均(jun)工(gong)(gong)资(zi)收(shou)(shou)入(ru)(ru)水(shui)平(ping)。完善(shan)绩(ji)(ji)(ji)效(xiao)(xiao)工(gong)(gong)资(zi)核(he)定(ding)办法,结合(he)学(xue)(xue)校办学(xue)(xue)绩(ji)(ji)(ji)效(xiao)(xiao)实行(xing)差别化核(he)定(ding),对公益目标(biao)完成好(hao)、寄(ji)宿(su)制及缺编的(de)(de)学(xue)(xue)校适当(dang)核(he)增绩(ji)(ji)(ji)效(xiao)(xiao)工(gong)(gong)资(zi)总(zong)量(liang)(liang)(liang)。特(te)殊教(jiao)育(yu)学(xue)(xue)校应(ying)按(an)不低于(yu)普通(tong)学(xue)(xue)校20%的(de)(de)比例核(he)增绩(ji)(ji)(ji)效(xiao)(xiao)工(gong)(gong)资(zi)总(zong)量(liang)(liang)(liang)。完善(shan)教(jiao)师(shi)(shi)收(shou)(shou)入(ru)(ru)分(fen)配激励机制,有效(xiao)(xiao)体现(xian)教(jiao)师(shi)(shi)工(gong)(gong)作量(liang)(liang)(liang)和(he)工(gong)(gong)作绩(ji)(ji)(ji)效(xiao)(xiao),绩(ji)(ji)(ji)效(xiao)(xiao)工(gong)(gong)资(zi)分(fen)配向班主(zhu)任、名优教(jiao)师(shi)(shi)和(he)从(cong)事特(te)殊教(jiao)育(yu)等特(te)殊岗(gang)位教(jiao)师(shi)(shi)倾(qing)斜,并可根据实际与教(jiao)龄挂钩,鼓励教(jiao)师(shi)(shi)长期从(cong)教(jiao)。对评上文(wen)明学(xue)(xue)校等综(zong)合(he)奖项的(de)(de)学(xue)(xue)校,其(qi)奖励金由同级(ji)(ji)财政予以保(bao)障。实施校长职级(ji)(ji)制改革(ge)的(de)(de)地(di)区,根据实际实施相(xiang)应(ying)的(de)(de)校长收(shou)(shou)入(ru)(ru)分(fen)配办法。符合(he)条件的(de)(de)中(zhong)小学(xue)(xue)特(te)级(ji)(ji)教(jiao)师(shi)(shi)和(he)正高级(ji)(ji)教(jiao)师(shi)(shi)按(an)规定(ding)享受(shou)二(er)级(ji)(ji)保(bao)健。

23.大力提升乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)待(dai)遇(yu)。全面落实(shi)(shi)乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)生(sheng)活补(bu)助(zhu)制度,鼓励各地(di)将(jiang)边远镇区(qu)教(jiao)(jiao)师(shi)(shi)(shi)纳入补(bu)助(zhu)范(fan)围,完善差别化补(bu)助(zhu)办法,并逐步(bu)提高(gao)补(bu)助(zhu)标准(zhun),省(sheng)级财政对23个省(sheng)级扶贫开发(fa)工作(zuo)重(zhong)点县(xian)实(shi)(shi)行综(zong)合奖(jiang)补(bu)。加大对边远贫困地(di)区(qu)、革命老(lao)区(qu)、海(hai)岛教(jiao)(jiao)师(shi)(shi)(shi)队(dui)伍建设(she)的支持力度。加强(qiang)乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)周转宿舍(she)建设(she),按规定(ding)将(jiang)符合条(tiao)件(jian)的教(jiao)(jiao)师(shi)(shi)(shi)纳入当地(di)住房保障(zhang)范(fan)围,为乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)配(pei)备相(xiang)应(ying)文化设(she)施,改善乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)生(sheng)活条(tiao)件(jian),丰富精神文化生(sheng)活。实(shi)(shi)施乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)园丁关爱工程,每(mei)年(nian)度预算安排体(ti)检专项资(zi)金,组(zu)织乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)在县(xian)级以(yi)上医院(yuan)体(ti)检,做(zuo)好乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)教(jiao)(jiao)师(shi)(shi)(shi)重(zhong)大疾病救助(zhu)工作(zuo)。实(shi)(shi)施乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)优秀青(qing)(qing)年(nian)教(jiao)(jiao)师(shi)(shi)(shi)培养奖(jiang)励计划,在进修培训、职称评(ping)聘、表彰奖(jiang)励等方面向乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)青(qing)(qing)年(nian)教(jiao)(jiao)师(shi)(shi)(shi)倾斜(xie),关心他们(men)工作(zuo)生(sheng)活,巩(gong)固乡(xiang)(xiang)(xiang)(xiang)村(cun)(cun)青(qing)(qing)年(nian)教(jiao)(jiao)师(shi)(shi)(shi)队(dui)伍。

24.维护民办(ban)(ban)学(xue)校(xiao)(xiao)教(jiao)师(shi)(shi)权(quan)益。完(wan)善(shan)学(xue)校(xiao)(xiao)、个人、政府合(he)理分(fen)担的民办(ban)(ban)学(xue)校(xiao)(xiao)教(jiao)师(shi)(shi)社(she)会(hui)保障机(ji)制,民办(ban)(ban)学(xue)校(xiao)(xiao)应与(yu)教(jiao)师(shi)(shi)依法签订合(he)同(tong),按时足额支(zhi)付(fu)工(gong)资,保障其(qi)福利待遇和(he)其(qi)他合(he)法权(quan)益,为(wei)教(jiao)师(shi)(shi)足额缴纳社(she)会(hui)保险(xian)费和(he)住房公(gong)积金(jin)。鼓励(li)各地建立(li)民办(ban)(ban)学(xue)校(xiao)(xiao)最低(di)工(gong)资指导线。鼓励(li)民办(ban)(ban)学(xue)校(xiao)(xiao)按规定(ding)为(wei)教(jiao)职(zhi)工(gong)建立(li)补充养老保险(xian),改善(shan)教(jiao)职(zhi)工(gong)退休(xiu)后待遇。依法保障民办(ban)(ban)学(xue)校(xiao)(xiao)教(jiao)师(shi)(shi)在业务(wu)培训、职(zhi)务(wu)聘任、教(jiao)龄(ling)和(he)工(gong)龄(ling)计算、表彰奖励(li)、科研立(li)项等方(fang)面享有(you)与(yu)公(gong)办(ban)(ban)学(xue)校(xiao)(xiao)教(jiao)师(shi)(shi)同(tong)等权(quan)利。符合(he)条件的非营利民办(ban)(ban)学(xue)校(xiao)(xiao)按规定(ding)享受人才引进支(zhi)持政策。

25.优化职(zhi)业(ye)院(yuan)校(xiao)(xiao)教(jiao)(jiao)师(shi)薪酬制度。完(wan)善职(zhi)业(ye)院(yuan)校(xiao)(xiao)绩效工(gong)资(zi)考核分(fen)(fen)配制度,教(jiao)(jiao)师(shi)依法取得(de)的科技(ji)成(cheng)果(guo)转化奖励收(shou)入(ru)不纳(na)入(ru)绩效工(gong)资(zi),不纳(na)入(ru)单(dan)位(wei)工(gong)资(zi)总额基(ji)数(shu)。经(jing)所(suo)在单(dan)位(wei)同意,职(zhi)业(ye)院(yuan)校(xiao)(xiao)教(jiao)(jiao)师(shi)根(gen)据(ju)合作协(xie)议到企业(ye)兼职(zhi)的,可按规定(ding)取得(de)兼职(zhi)收(shou)入(ru)。教(jiao)(jiao)师(shi)拥(yong)有知(zhi)识产权的技(ji)术(shu)开发、产品设(she)计等(deng)成(cheng)果(guo),可依法依规在企业(ye)作价(jia)入(ru)股。完(wan)善职(zhi)业(ye)院(yuan)校(xiao)(xiao)技(ji)能型人(ren)才(cai)引(yin)进政策,推动职(zhi)业(ye)院(yuan)校(xiao)(xiao)制定(ding)特(te)色引(yin)智(zhi)标准(zhun)、规范程序和配套(tao)措施,完(wan)善引(yin)进人(ren)才(cai)服务保障措施。对(dui)紧缺(que)或亟需引(yin)进的高层次(ci)人(ren)才(cai),探索试行以岗位(wei)任务为导向的协(xie)议工(gong)资(zi)制、项目工(gong)资(zi)等(deng)灵(ling)活多(duo)样(yang)的分(fen)(fen)配形式(shi)和办(ban)法。鼓励中职(zhi)学(xue)(xue)校(xiao)(xiao)实行其他(ta)事业(ye)单(dan)位(wei)绩效工(gong)资(zi)制度。中等(deng)职(zhi)业(ye)学(xue)(xue)校(xiao)(xiao)校(xiao)(xiao)企合作及与教(jiao)(jiao)学(xue)(xue)科研相关(guan)的社(she)会服务产生(sheng)的净(jing)收(shou)入(ru),可提取50%~70%的比例用于学(xue)(xue)校(xiao)(xiao)绩效工(gong)资(zi)分(fen)(fen)配,追加(jia)绩效工(gong)资(zi)总量(liang)。

26.推进高(gao)(gao)等学校教(jiao)(jiao)师(shi)(shi)薪酬制(zhi)(zhi)(zhi)(zhi)度(du)改革。建(jian)立(li)体(ti)现以增加知识价(jia)值为(wei)导向的(de)(de)(de)收(shou)入(ru)(ru)分(fen)(fen)配(pei)(pei)机(ji)制(zhi)(zhi)(zhi)(zhi),扩大高(gao)(gao)等学校收(shou)入(ru)(ru)分(fen)(fen)配(pei)(pei)自(zi)主权(quan),进一(yi)步完(wan)善内部收(shou)入(ru)(ru)分(fen)(fen)配(pei)(pei)制(zhi)(zhi)(zhi)(zhi)度(du)。高(gao)(gao)等学校在核定的(de)(de)(de)绩(ji)效(xiao)工资(zi)(zi)(zi)总(zong)量(liang)内自(zi)主确定收(shou)入(ru)(ru)分(fen)(fen)配(pei)(pei)办法(fa),探(tan)索年(nian)薪制(zhi)(zhi)(zhi)(zhi)、协议工资(zi)(zi)(zi)、项目工资(zi)(zi)(zi)等多(duo)种(zhong)分(fen)(fen)配(pei)(pei)方(fang)式。支持高(gao)(gao)校实(shi)施提高(gao)(gao)竞争(zheng)力的(de)(de)(de)内部分(fen)(fen)配(pei)(pei)机(ji)制(zhi)(zhi)(zhi)(zhi)。教(jiao)(jiao)师(shi)(shi)依法(fa)取(qu)得(de)的(de)(de)(de)科技成果转化奖励收(shou)入(ru)(ru)不纳入(ru)(ru)绩(ji)效(xiao)工资(zi)(zi)(zi),不纳入(ru)(ru)单(dan)位工资(zi)(zi)(zi)总(zong)额(e)基(ji)数。完(wan)善教(jiao)(jiao)学岗位内部激励机(ji)制(zhi)(zhi)(zhi)(zhi),根据(ju)中央统一(yi)部署,对专职从事教(jiao)(jiao)学的(de)(de)(de)人(ren)员,适(shi)当提高(gao)(gao)基(ji)础性绩(ji)效(xiao)工资(zi)(zi)(zi)在绩(ji)效(xiao)工资(zi)(zi)(zi)中的(de)(de)(de)比重,加大对教(jiao)(jiao)学型名师(shi)(shi)岗位激励力度(du)。在符合城乡规划和土(tu)地利用总(zong)体(ti)规划的(de)(de)(de)前提下(xia),支持高(gao)(gao)校建(jian)设公(gong)共租赁(lin)住房,帮助(zhu)高(gao)(gao)等学校青年(nian)教(jiao)(jiao)师(shi)(shi)解决(jue)住房困难。完(wan)善高(gao)(gao)层次人(ren)才(cai)住房、子(zi)女就学等服(fu)务(wu)保障(zhang)措施。

27.明确教(jiao)(jiao)(jiao)师的特别重要(yao)(yao)地(di)(di)位。突显(xian)教(jiao)(jiao)(jiao)师职(zhi)业(ye)(ye)的公(gong)共属(shu)性,强(qiang)化教(jiao)(jiao)(jiao)师承担(dan)的国家(jia)使命和(he)(he)公(gong)共教(jiao)(jiao)(jiao)育(yu)服(fu)务(wu)的职(zhi)责(ze)。确立公(gong)办中小(xiao)(xiao)学教(jiao)(jiao)(jiao)师作(zuo)为国家(jia)公(gong)职(zhi)人(ren)员的特殊法律地(di)(di)位,明确权利和(he)(he)义务(wu),强(qiang)化保障(zhang)和(he)(he)管理。各(ge)级党委和(he)(he)政(zheng)府要(yao)(yao)切实(shi)负起中小(xiao)(xiao)学教(jiao)(jiao)(jiao)师保障(zhang)责(ze)任(ren)(ren),采取务(wu)实(shi)举措(cuo)提升教(jiao)(jiao)(jiao)师的政(zheng)治地(di)(di)位、社(she)会地(di)(di)位和(he)(he)职(zhi)业(ye)(ye)地(di)(di)位,吸(xi)引(yin)和(he)(he)稳定更多优秀人(ren)才(cai)从教(jiao)(jiao)(jiao)。公(gong)办中小(xiao)(xiao)学教(jiao)(jiao)(jiao)师要(yao)(yao)切实(shi)履(lv)行作(zuo)为国家(jia)公(gong)职(zhi)人(ren)员的义务(wu),强(qiang)化国家(jia)责(ze)任(ren)(ren)、政(zheng)治责(ze)任(ren)(ren)、社(she)会责(ze)任(ren)(ren)和(he)(he)教(jiao)(jiao)(jiao)育(yu)责(ze)任(ren)(ren)。

加快建(jian)设现代学(xue)校(xiao)(xiao)制(zhi)度,体现以人为本(ben),突出教师(shi)(shi)(shi)主体地位,落实教师(shi)(shi)(shi)知情(qing)权(quan)、参与权(quan)、表达权(quan)和(he)监督权(quan)。建(jian)立健全教职(zhi)工代表大(da)会制(zhi)度,保障(zhang)教师(shi)(shi)(shi)参与学(xue)校(xiao)(xiao)决策的(de)民主权(quan)利。推进高(gao)校(xiao)(xiao)“一校(xiao)(xiao)一章程”建(jian)设。坚持(chi)和(he)完(wan)(wan)善(shan)高(gao)校(xiao)(xiao)党委领导下(xia)的(de)校(xiao)(xiao)长负责(ze)制(zhi),积极推行教授治学(xue)模(mo)式,充(chong)分发挥教师(shi)(shi)(shi)在高(gao)校(xiao)(xiao)办学(xue)治校(xiao)(xiao)中的(de)重(zhong)要(yao)作用。维护(hu)教师(shi)(shi)(shi)职(zhi)业(ye)尊严和(he)合法权(quan)益,完(wan)(wan)善(shan)教师(shi)(shi)(shi)权(quan)利救济制(zhi)度,关(guan)心教师(shi)(shi)(shi)身(shen)心健康(kang),克服(fu)职(zhi)业(ye)倦怠,激发工作热情(qing)。

八、切实加强党的领导,确保政策举措落地见效

28.强化组织(zhi)保障。各(ge)级(ji)党委和政府要满腔热(re)情关(guan)(guan)心教(jiao)(jiao)师(shi),充分信任、紧(jin)紧(jin)依靠广大教(jiao)(jiao)师(shi),切实(shi)(shi)加强领导,实(shi)(shi)行一把手(shou)负责(ze)制,紧(jin)扣广大教(jiao)(jiao)师(shi)最(zui)关(guan)(guan)心、最(zui)直接、最(zui)现(xian)实(shi)(shi)的重(zhong)大问题,找准教(jiao)(jiao)师(shi)队伍建设(she)的突破口(kou)和着力点,把教(jiao)(jiao)师(shi)工作记在(zai)心里、扛在(zai)肩上、抓(zhua)在(zai)手(shou)中,摆(bai)上重(zhong)要议事日程。主要负责(ze)同志和相关(guan)(guan)责(ze)任人要切实(shi)(shi)做到实(shi)(shi)事求是(shi)、求真(zhen)务(wu)实(shi)(shi),敢于担当、抓(zhua)实(shi)(shi)工作。

各级党委(wei)(wei)常委(wei)(wei)会(hui)每(mei)(mei)年(nian)至少研(yan)究(jiu)一次教(jiao)师(shi)队(dui)伍建(jian)(jian)设工作,党委(wei)(wei)或政(zheng)府主要领(ling)导(dao)应每(mei)(mei)年(nian)开展(zhan)教(jiao)师(shi)节慰问调(diao)研(yan)活动。建(jian)(jian)立教(jiao)师(shi)工作联席会(hui)议(yi)制度,及时协调(diao)解决教(jiao)师(shi)队(dui)伍建(jian)(jian)设改(gai)革重大问题(ti)。相关部门要制定切实提(ti)高教(jiao)师(shi)待遇(yu)的具体措施。统筹资源,开展(zhan)教(jiao)师(shi)发展(zhan)示范(fan)校(xiao)建(jian)(jian)设,培育一批专业机(ji)构(gou),强化教(jiao)师(shi)队(dui)伍建(jian)(jian)设支撑引领(ling)。

29.强(qiang)化(hua)经(jing)费(fei)(fei)(fei)保障(zhang)(zhang)。各级(ji)政府要(yao)将(jiang)教(jiao)(jiao)师(shi)(shi)队(dui)伍(wu)建设(she)作为(wei)教(jiao)(jiao)育投(tou)(tou)入(ru)重(zhong)点予以(yi)优先(xian)保障(zhang)(zhang),完(wan)善支出保障(zhang)(zhang)机制(zhi),确保教(jiao)(jiao)师(shi)(shi)队(dui)伍(wu)建设(she)改革重(zhong)大(da)决策部署落实到(dao)位(wei)。优化(hua)经(jing)费(fei)(fei)(fei)投(tou)(tou)入(ru)结构,优先(xian)支持教(jiao)(jiao)师(shi)(shi)队(dui)伍(wu)建设(she)最(zui)薄弱、最(zui)紧迫领域,重(zhong)点用于(yu)按规定提高(gao)教(jiao)(jiao)师(shi)(shi)待遇保障(zhang)(zhang)、加大(da)师(shi)(shi)范(fan)教(jiao)(jiao)育投(tou)(tou)入(ru)、提高(gao)教(jiao)(jiao)师(shi)(shi)专业能力(li)。教(jiao)(jiao)学科研人员(yuan)因公(gong)临时出国开展(zhan)学术(shu)交流合(he)作不纳入(ru)“三公(gong)”经(jing)费(fei)(fei)(fei)预(yu)算限额。健全以(yi)政府投(tou)(tou)入(ru)为(wei)主、多渠道筹集教(jiao)(jiao)育经(jing)费(fei)(fei)(fei)的体制(zhi),充分调动社会(hui)力(li)量投(tou)(tou)入(ru)教(jiao)(jiao)师(shi)(shi)队(dui)伍(wu)建设(she)的积极(ji)性。制(zhi)定严格的经(jing)费(fei)(fei)(fei)监管制(zhi)度,规范(fan)经(jing)费(fei)(fei)(fei)使用,确保资(zi)金使用效(xiao)益。

30.加强督促检(jian)查(cha)(cha)。各级党(dang)委和政府要将教师队(dui)伍建(jian)设列入督查(cha)(cha)督导(dao)(dao)工作重点(dian)内容,每年开展一次专项督查(cha)(cha),并将结(jie)果作为党(dang)政领导(dao)(dao)班(ban)子和有(you)关领导(dao)(dao)干(gan)部综合(he)考(kao)(kao)核评价、奖惩(cheng)任免(mian)的重要参(can)考(kao)(kao),确保各项政策措施全面落实(shi)到位,真(zhen)正取得实(shi)效(xiao)。
